Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: Manage all sub-grantee finances and track their budgets, monitor sub-grantees’ expenditure and activities in term of compliance and value for money, train and mentor CBO/NGO staff to improve CBO/NGO internal control systems, prepare internal IRC financial reports

Major Responsibilities:

FINANCIAL MANAGEMENT:

- Review sub-grant financial reports and supporting document and provide feedback as necessary

- Liaise with sub grantees to ensure completeness, correctness and accuracy of sub-grantee financial reports

- Prepare financial report reconciliations for Program and Finance review and sign off

- Review sub-grantee cash requests

- Manage and track all sub-grant budgets and obligations

- Inform the Sub-grant Compliance Coordinator of major budget fluctuations, significant overspending or under spending

- Prepare internal reports for Finance

- Liaise with local CBOs and INGOs

- Liaise with IRC Financial Controller and IRC Headquarters in regards to any sub-grant reconciliation or payment request as necessary

MONITORING:

- Conduct pre-award assessments of new sub grantees

- Responsible for conducting financial and general compliance monitoring visits for sub grantees  

- Prepare monitoring reports and compliance work plans after each monitoring visit.

OTHER:

- Coordinate, prepare for and conduct financial and compliance trainings and follow-up training for sub-grantees

- Provide assistance with requests from IRC headquarters as directed by the Sub-grant Compliance Coordinator

- Any other duties as assigned by the Sub-grant Compliance Coordinator.

Job Requirements:

Education: Bachelor’s Degree business administration (Prefer: major Finance, Accounting)

Work Experience: Minimum five years of work experience in grant management

Demonstrated Skills and Competencies:

- Minimum five years of work experience in grant management

- Prior work experience in an NGO environment

- Previous work experience in managing sub grants

- Good interpersonal and communication skills

- Ability to prioritize tasks and work under pressure

- Timely responsiveness to urgent requests

- Willingness to travel nationally

- Ability to work well in a cross-cultural setting

- Computer literate with strong skills in excel and accounting software

- Strong skills in time management

Language Skills:  Good command of written and spoken English. Burmese is a plus

Working Environment:  Working condition is standard office work environment. Work requires extensive local travel including weekend travel and may require occasional evening work.
