Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.
Job Overview/Summary:
As a member of the IRC Thailand Programs Unit, the Project Manager will report to the Senior Grants and Program Coordinator, while working closely with the Grants Coordinator and Programs Unit team. The incumbent will primarily be responsible for providing programmatic management support, administration and development of IRC Thailand’s Health and Environmental Health (EH) programs, working in close coordination with the Senior Grants and Program Coordinator and program staff across all field sites. The incumbent will also be required to oversee work plans, and management of assigned tasks of Programs Unit volunteers.
The incumbent’s main objectives will be to ensure that: (i) IRC Thailand’s Health and Environmental Health (EH) programs are efficiently administered and managed in all aspects in accordance with organizational standards and practices; (ii) program activities are on track to meet their targets; (iii) programs are fully compliant with donor regulations; (iv) business development opportunities for the programs are capitalized; (v) field-based program staff have regular access to professional development opportunities; (vi) Programs Unit volunteers are managed efficiently and are assigned regularly when there is need.
Major Responsibilities:
- Maintain effective working relationships with Health and EH Program Coordinators and staff based in the field, and ensure smooth coordination between teams in each field site across all program objectives.
- Facilitate all internal review processes of funding proposals, including coordinated budget submissions, together with the Thailand management team.
- Meet regularly with Health and EH field staff to maintain living documents of new and innovative programming approaches that can be adapted to funding proposals, ensuring that cross-cutting issues such as gender mainstreaming, protection mainstreaming, and economic wellbeing are taken into consideration at all times.
- Conduct/facilitate needs assessments as required for potential new programming and activities.
- Work closely with the Grants Coordinator, the Sub-grants Compliance Unit, and the Finance team to plan and conduct regular monitoring and evaluation of Health and EH programs and budgets in all sites, including partner programs.
- Compile Health and EH program reports, and work closely with the Grants Coordinator to ensure the high quality of reports before submitting to donors as required.
- Ensure that programs are aligned with the IRC Thailand Strategic Action Plan (SAP) and IRC’s global Outcomes and Evidence Framework (OEF), including regular progress inputs into the Comprehensive Online Measurement and Effectiveness Tool (COMET) database.
- Stay abreast of potential new business development opportunities for IRC Thailand’s Health and EH programs, including opportunities from institutional donors and the private sector, and work with the Senior Grants and Program Coordinator to develop compelling funding proposals.
- Keep track of capacity development needs of Health and EH program staff, including refugee and migrant staff, and work with the Programs Unit team to find, devise, schedule, and conduct/facilitate trainings as necessary.
- Monitor and coordinate opportunities for IRC staff to attend external events/workshops relevant to Health and EH work.
- Manage and monitor the progress of volunteers, create work plans with the Programs Unit team, and source new volunteers when there is need.
- Develop and maintain high quality communications materials on IRC Thailand’s Health and EH programs, including fact sheets and other program-related materials for external audiences.
- Support the Programs Unit with any other administrative tasks as assigned.
Job Requirements:
Education: Bachelor’s degree required, coupled with a strong interest in refugee/migrant and related issues
Work Experience:
- At least 2 years’ experience in project cycle management, including proposal writing and grants reporting (required)
- Experience in international humanitarian/development work (desired)
Demonstrated Skills and Competencies:
- Strong interest in, and knowledge of, the humanitarian health sector
- Strong communication and presentation skills
- Excellent English grammar skills and writing ability
- Computer proficient, with experience using Microsoft Word and Excel
- Ability to analyze and synthesize complex materials and documents
- Ability to be flexible and work in a fast-paced environment under regular deadlines
- Ability to work effectively in a team as well as independently
- Understanding of working in a multicultural environment
- Must be enthusiastic and willing to learn and develop
Language Skills: Demonstrated fluency or near-fluency in English and Thai required
Working Environment:
The position is a NATIONAL post, and will be based in the IRC office in Bangkok, with travel to the Thailand-Myanmar border area as required.
