Position Title: Pharmacy In-Charge

Since 1978, the American Refugee Committee (ARC) has provided life-saving primary health services for refugees, internally displaced persons (IDPs), and host communities in emergency and post-conflict settings around the world. Since 1995, ARC has expanded its portfolio to include countries transitioning to longer-term development. From program inception, ARC strives to build host country capacity to provide a broad range of comprehensive health care services by supporting Ministries of Health, service providers, and local communities. ARC implements innovative and inclusive solutions to ensure that all beneficiaries have ready and equal access to health care.
ARC has been working in Thailand for over 30 years, with current projects including primary health care, water and sanitation, gender-based violence prevention and response, and innovative economic opportunities. In the health sector, ARC provides an essential package of primary, reproductive, maternal, and child healthcare services in several refugee camps along the border with Myanmar, providing supplies, training, and supervision of refugee staff, along with community-based education.
Primary Purpose Of The Position (A brief description of the overall purpose of the job; the rationale for why the job exists and how it contributes to ARC’s mission and strategic plan.)
The Pharmacy In-Charge will work with Pharmacy Assistants to both supervise their work and build their capacity to perform in their roles.
Primary Duties/Responsibilities % of time
Order of materials and supplies
• Support and participate in drugs and material orders, providing accurate stock movement data, inventories, and consumption
• Participate to the annual bidding process for drugs and medical equipment
• Prepare quarterly orders based on monthly consumption, inventory and pending orders
• Organize purchase of drugs for individual cases from Mae Sot Hospital, in case the supplier cannot provide them, after approval by Senior Medical Coordinator
Reception and delivery of drugs and materials
• In collaboration with the logistic department organize and supervise the reception and delivery of drugs and material
• Check the request, delivery and quantify the missing or damaged drugs and materials
Storage conditions
• Ensure appropriate storage (especially regarding temperature, humidity and light), classification of items and organization of the pharmacy
• Ensure storage conditions according to national regulations (psychotropic, narcotic…)
• Supervise storage conditions in the different camp pharmacies
• Ensure that hygiene and security procedure are applied in the central pharmacy and in camp pharmacies ( i.e clean storage room, control pest and rodents…)
Stocks management
• Ensure efficient management of stock according to ARC procedures in the central pharmacy and supervise the accuracy of the different stock management in the field.
• Ensure first aid kits in the field office and ARC vehicles
• Ensure follow up and registration of all movements of drugs and materials
• Follow up expired and damaged drugs & material and ensure proper and safe isolating and destruction of those items, taking into account national regulations.
• Ensure that regular physical inventories are conducted
Management of pharmacy team
• Supervise, motivate and train the Pharmacy Assistant and Field Pharmacy Assistants
• Provide training to camp pharmacists according to the needs.
• Ensure that camp pharmacists know and give directions for use of drugs to patients 50%
Coordination with counterparts
• Participate to the strengthening of partnerships with local and national authorities
• Act as contact person for relevant authorities as well as suppliers
• Follow up and coordinate on camp vaccination campaign with MoPH 10%
Reporting and information
• Keep a catalogue with suppliers, manufacturers, GMP certificates, certificate of analysis and price for the pharmaceuticals, disposables and medical equipment ordered by ARC
• Write monthly activity report of the pharmacy and submit to Senior Medical Coordinator
• Participate in medical department meeting if needed
• Ensure that monthly consumption reports are done for each camp and that feedback is given to Senior Medical Officers
• Participate to updated of pharmacy guidelines and tools 30%
Miscellaneous
•Adhere to established safety/security policies and procedures.
•Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
• Other tasks as assigned by the PHC coordinator 10%
Technical Skills & Knowledge Required (List the important technical and professional skills and knowledge required to do the job well. Previous work experience in a refugee setting or in developing country is a plus.)
Background / Education
1. Pharmacist or nurse with experience in managing a pharmacy

Working Environment: The position will be based in Mae Sod, a town in Tak Province in Thailand, with travel to the Mae La, Nu Po and Umpiem temporary shelters.
