Raks Thai is seeking applications for a Consultant(s) to conduct a rapid assessment of the Global Fund supported STAR NFM HIV/TB prevention and treatment program in Thailand to determine key areas of strengths as well as gaps in the program implementation that is supporting or hindering gender equality and protection of GBV. The consultant will use recognized assessment tools or develop/modify tools to be used in the program that works with Men Who Have Sex with Men (MSM), Transgender (TG), Male/Female Sex Workers, People Who Inject Drugs (PWID) and Migrant Workers.

Under the new funding model (NFM) of the STAR project as funded by the Global Fund, the PR Raks Thai Foundation will focus working several key affected populations and reducing new infection of HIV and TB by sustaining intensive behavior change programs, appropriate use of prophylaxis and the strategic use of anti-retro-viral drugs among the key populations particularly MSM, TG, PWID, SW, MSW and other vulnerable populations (migrants and prisoners).
Gender equality capacity building
It has been identified that the sub-programs under the STAR project are still lacking in gender sensitivity and gender equality components. This is true for all of the populations covered by STAR. As such part of the saving budget will be used for development of PR/SR capacity on gender sensitivity/equality through the work of a local consultant. The consultant will be expected to develop a tool for assessing organizational internal and external gender sensitivity and equality aspects. Internal aspects refer to governance and human resources management/development, while external aspects refer to the program activities and implementation standards. The result of the consultant will be specific guidelines for strengthening gender sensitivity/equality for each organization.
III. OBJECTIVES OF THE TOR

As per the objectives of the assignment and expected deliverables, it is proposed that the time scale for carrying out the consultancy, will be a maximum of 40 working days and the duration will be from November – December 2016. The consultant assignment will require travel to visits sub-recipient organizations in Bangkok, Chiang Mai, Samutsakorn, and Songkhla. Raks Thai will pay the necessary travel costs, lodging and per diem separately from the contract. Raks Thai will also pay costs of agreed meetings.
The consultant will be responsible for delivering the following written reports:
Form of final report
One detailed and concise report that contains the background of the assignment, the assessment methodology and tool(s), data collection findings and synthesis leading to the toolkit for capacity building of PR/SR staff/processes. The report is intended for internal audiences that includes PR and SR.
In addition, one executive summary report that will contain the key activities, findings and recommendations that have been discussed and agreed with the Raks Thai authorized official and the consultant should/can be widely to multiple audiences.
The language of the report will be English and Thai.
