เจ้าหน้าที่ภาคสนาม ด้านความปลอดภัยในที่ทำงาน(OHS  Field Officer)

OHS  Field Officer (เจ้าหน้าที่ภาคสนาม ด้านความปลอดภัยในที่ทำงาน) รับผิดชอบเกี่ยวกับการส่งเสริมอาชีวอนามัยและความปลอดภัยในที่ทำงานแก่กลุ่มแรงงานข้ามชาติ ในจังหวัดเชียงใหม่ และอ.แม่สอด จ.ตาก

โครงการความปลอดภัยในที่ทำงาน มีเป้าหมายเพื่อพัฒนามาตรฐานความปลอดภัยในการปฏิบัติงานให้แก่แรงงานข้ามชาติ โดยจัดกิจกรรมในพื้นที่ชุมชนแรงงานต่าง ๆ เพื่อส่งเสริมให้กลุ่มแรงงานรู้ถึงความปลอดภัยในการทำงาน, สนับสนุนให้แรงงานมีสภาพแวดล้อมการทำงานที่ดีขึ้น ปรับปรุงการเข้าถึงบริการด้านต่าง ๆ (สุขภาพ, การเข้าสู่กระบวนการยุติธรรม,  ค่าสินไหมทดแทน) สำหรับแรงงานที่ได้รับผลกระทบ

โครงการความปลอดภัยในที่ทำงานอยู่ภายใต้โครงการสิทธิแรงงาน (LRA) โดยจะต้องรายงานต่อผู้ประสานงาน LRA ตำแหน่งนี้ทำงาน 40 ชั่วโมงต่อสัปดาห์ ประจำที่สำนักงานจ.เชียงใหม่ และอ.แม่สอด(ตามความจำเป็น)

หน้าที่และความรับผิดชอบของ OHS  Field Officer

1. เชิญผู้ตรวจการณ์ด้านความปลอดภัยในที่ทำงาน มาให้ความรู้แก่แรงงานข้ามชาติเกี่ยวกับความปลอดภัยในที่ทำงาน (กฎหมาย, ประเภทของอุบัติเหตุในที่ทำงาน, สัญลักษณ์ต่าง ๆ ในสถานที่ทำงาน) และเสริมสร้างความสัมพันธ์ระหว่างภาครัฐกับมูลนิธิฯ
2. สร้างศาลาแรงงาน ติดตามอย่างสม่ำเสมอ และจัดกิจกรรมที่เหมาะสมแก่แรงงานเพี่อให้เข้าถึงแรงงานอย่างมีประสิทธิภาพ
3. จัดกิจกรรมนัดพบแรงงาน และจัดการประชุมแลกเปลี่ยนความคิดเห็นให้แรงงานเดือนละ 1 ครั้ง
4. จัดกิจกรรมลงพื้นที่ในชุมชนแรงงานข้ามชาติ และศาลาแรงงาน ซึ่งประกอบด้วย การแลกเปลี่ยนความคิดเห็น จัดอบรมเกี่ยวกับสิทธิแรงงาน แจกสื่อต่าง ๆ ของแมพ แจกอุปกรณ์สำหรับความปลอดภัยในการทำงาน ให้คำปรึกษาเบื้องต้นเกี่ยวกับอาชีวอนามัยและความปลอดภัยในที่ทำงาน โดยกิจกรรมเหล่านี้ต้องบันทึกรายละเอียดทุกครั้ง
5. พัฒนาสคริปต์วิทยุ โดยต้องได้รับการอนุมัติจากผู้ประสานงาน LRA และผู้จัดการวิทยุ สำหรับการออกรายการผ่านสถานีวิทยุแมพและร่วมงานกับทีมสื่อของมูลนิธิฯ เพื่อผลิตสื่อต่าง ๆ สำหรับศาลาแรงงาน
6. เข้าร่วมและสนับสนุนกิจกรรมวันสำคัญต่าง ๆ สำหรับแรงงานข้ามชาติ
7. รณรงค์เกี่ยวกับประเด็นความปลอดภัยในที่ทำงานแก่แรงงานข้ามชาติ

เครือข่าย

1. สนับสนุนการเก็บข้อมูลประเด็นปัญหาแรงงานตามเป้าประสงค์ขององค์กร
2. เข้าร่วมการประชุมเครือข่ายกับหน่วยงานภาครัฐ และNGO เกี่ยวกับประเด็นความปลอดภัยในที่ทำงาน

การรายงาน

1. จัดเตรียมเอกสารรายงานทางการเงิน รายงานกิจกรรม ใบเสร็จรับเงิน สำหรับโครงการความปลอดภัยในที่ทำงาน และบันทึกลงในโปรแกรม Excel
2. ส่งแผนงานกิจกรรมประจำเดือนแล้วรายงานไปยังผู้ประสานงาน

คุณสมบัติ

• มีประสบการณ์ในการทำงานกับชุมชนแรงงานข้ามชาติ
• มีประสบการณ์ในการทำงานเกี่ยวกับการลงพื้นที่ในชุมชน
• มีความสนใจเกี่ยวกับเรื่องสิทธิแรงงานและความปลอดภัยในที่ทำงาน
• สามารถสื่อสารภาษาไทใหญ่และภาษาพม่าได้เป็นอย่างดี (ถ้าพูด อ่าน เขียนได้จะได้รับการพิจารณาเป็นพิเศษ)
• สามารถสื่อสารภาษาไทยได้ (ถ้าพูด อ่าน เขียนได้จะได้รับการพิจารณาเป็นพิเศษ)
• มีทักษะการใช้คอมพิวเตอร์เบื้องต้น (Word, Excel)
• สามารถเดินทางต่างจังหวัดได้
• มีความยืดหยุ่นในการทำงาน

เงินเดือนเริ่มต้นที่ 10,500 บาท + เงินเพิ่มตามประสบการณ์การทำงาน

Job Description

OHS FIELD OFFICER (CHIANG MAI)

GENERAL RESPONSIBILITIES

The OHS Field Officer works in the Labour Rights for All program and is in charge of Promoting Occupational Safety and Health among migrant workers in Chiang Mai and ensuring coordination within POSH project in Mae Sot. The objective of the OHS Field Officer is to improve the OHS conditions for migrant workers through: activities and outreach to migrant communities to develop strategies for prevention and promotion of OHS, improved access to services (health, legal, compensation) for victims of OHS and advocacy for better OHS for workers.

The Field Officer reports directly to the Labour Rights for All Coordinator.  The Field worker will work a 40 hour week.

Base salary starts at 10,500B but previous experience will be considered in negotiating salary scale.

Specific TASKS

Prevention of Occupational Accidents and Promotion of Rights

1. Organize and facilitate trainings with workers. Especially trainings to develop collaboration with health and safety inspectors and work with interested migrants to further develop grassroots and advocacy activities
2. Develop POSH corners, regulate update resources in POSH corners and organize activities for migrants to use the corners effectively.
3. Organise monthly Labour Exchanges and Labour Appointments as agreed by the LRA team
4. Organise regular outreach activities at migrant sites and POSH corners. Outreach activities include: informal discussions, organized discussions or workshops, distribution and feedback on materials and radio, providing counseling on labour rights and occupational safety and health. All outreach activities should be documented.
5. Develop radio scripts to be approved by LRA coordinator for regular broadcasts on MAP radio. Work with MAP multimedia team to produce materials for OHS.

Advocacy

1. Participate in and help organize special events for migrant workers.
2. Advocate on behalf of migrant workers for their occupational health and safety rights.

Networking

1. Assist in the collection of data for advocacy work by the organisation
2. Attend networking meetings and liaison with other NGOs and government agencies on POSH-related issues

Administrative

1. Prepare monthly financial reports and advance of OHS project activities including receipts and spreadsheet.
2. Provide monthly workplan and reports to project coordinator on the activities implemented.

Skills and competencies:

• Experience in working in the migrant community
• Experience in conducting outreach
• Interest in learning about Labour rights and Safety at work
• Spoken languages: Fluent in Shan and Burmese, fair Thai language skills, English desirable
• Written: Thai or English ( Shan and or Burmese desirable)
• Basic computer skills (excel, word)
• Ability to travel
• Flexible working hours
