POSITION TITLE: Capacity Development & Policy Advisor (Asia Counter-Trafficking in Persons Program)

Position Summary:
The goal of the USAID-funded Asia CTIP program is to reduce trafficking in persons in Asia through a more effective regional response that addresses human trafficking risks, provides appropriate responses that transcend borders, and protects the rights of vulnerable and trafficked persons. The Asia CTIP program will address the issue of human trafficking in Asia through activities conducted under three components: Force Multiplier 1 (FM1): Strengthen learning around trafficking in persons and interventions; Force Multiplier 2 (FM2): Improve coordination and cooperation between source, transit and destination countries; and Force Multiplier 3 (FM3): Leverage private sector engagement to reduce trafficking in persons in target sectors.
The Capacity Development & Policy Advisor will lead activities under FM2 that aim to improve coordination among various stakeholders to facilitate an effective regional CTIP response as well as provide leadership in capacity development for more effective implementation of existing trafficking-related policies and laws and advocating for improved policies around trafficking in persons in Asia and beyond. The Capacity Development & Policy Advisor is also responsible for working closely with the other FM leads to ensure specialized technical and coordination services take place across the program, with a focus on the quality of skills transfer and development of local capacities at the individual, organizational and/or network levels. This position will be based in Bangkok, Thailand and will involve significant travel to other countries in the region.
ESSENTIAL RESPONSIBILITIES:
- Under the management of the Chief of Party, lead FM2 activities to improve coordination among stakeholders to inform an effective regional CTIP response . Stakeholders include governments and intergovernmental bodies, civil society organizations and migrant groups, and private sector companies and associations.
- Lead activities to improve implementation of regional and bilateral frameworks as well as strengthened referral systems and coordination among ASEAN countries, SAARC countries, COMMIT members, and destination countries.
- Liaise with government stakeholders to help align project activities with national and regional priorities, and identify opportunities for coordination.
- Provide technical assistance to partners and networks on crafting evidence-based advocacy for improved government commitments, including the use of Asia CTIP-funded research efforts.
- Support information-sharing among CSOs working in migration and human trafficking through information and data-sharing under FM1; improved victim identification, referrals, care and continuity of services; targeted behavior change campaigns in source and destination countries; legal case support; and increased collaboration with the private sector.
- Coordinate closely with the DCOP and Private Sector Engagement Specialist to ensure specialized technical and coordination services take place across the program, with a focus on the quality of skills transfer and development of institutional and network capacity for improved coordination and effective implementation of human trafficking-related laws, policies and programs.
- Ensure Learning Agenda findings and other program work are integrated into FM2 activities.
- Coordinate and oversee implementation of activities conducted by FM2 partners.
- Contribute to work plans, success stories, progress reports, policy and advocacy-related research evaluation panels and reports, communications materials, and CTIP Summit planning and facilitation.
- Work with Winrock to support the development of new associate awards and other program-related funding opportunities.
- Complete other tasks as assigned by Winrock.
QUALIFICATIONS:
Education: Advanced degree in international relations, public policy, or related field required.
Technical: Minimum 10 years’ relevant experience in evidence-based programming and institutional/organizational strengthening/capacity development on a transnational scale, with minimum 5 years’ experience in Asia.
Management Experience:
- Demonstrated success in motivating, supervising, and building the capacity of staff and fostering effective teamwork.
- Good track record coordinating with a variety of individuals and organizations, including government officials, international agencies, nonprofit organizations, private sector companies, US-based home office staff, and donor organizations.
Skills/Knowledge:
- Detailed knowledge of the social, economic, and political context around human trafficking programming and research in Asia; thorough understanding of regional- and/or national-level CTIP frameworks.
- Experience providing technical assistance and capacity development to organizations and networks across public, private, and nonprofit sectors in network strengthening, and adaptive management approaches.
- Extensive experience working with multilateral groups, government agencies and local and international NGOs addressing migration, trafficking in persons, and related issues in Asia.
- Experience providing technical assistance and capacity development to organizations and networks across public, private, and non-profit sectors in gender and social inclusion.
- Fluent English language skills required.
- Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.
- Excellent written and oral communications.
- Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
- Willingness to travel and work throughout the Asia region as needed.
