Position Description

 

POSITION TITLE:                            Gender & Social Inclusion Specialist (Asia Counter-Trafficking in Persons Program)

LOCATION:                                      Bangkok, Thailand

DEPARTMENT:                                 Civic Engagement and Social Equity

REPORTS TO:                                 Deputy Chief of Party, Asia Counter-Trafficking in Persons Program

 

Position Summary:

 

The goal of the USAID-funded Asia CTIP program is to reduce trafficking in persons in Asia through a more effective regional response that addresses human trafficking risks, provides appropriate responses that transcend borders, and protects the rights of vulnerable and trafficked persons. The Asia CTIP program will address the issue of human trafficking in Asia through activities conducted under three components: Force Multiplier 1 (FM1): Strengthen learning around trafficking in persons and interventions; Force Multiplier 2 (FM2): Improve coordination and cooperation between source, transit and destination countries; and Force Multiplier 3 (FM3): Leverage private sector engagement to reduce trafficking in persons in target sectors.

 

The Gender & Social Inclusion (GSI) Specialist will be responsible for ensuring that all Asia CTIP project activities and research address the role of gender in migration and TIP and provide targeted solutions to reduce the exploitation and abuse of women and girls, especially in domestic work, sex TIP and bride trafficking. The GSI Specialist will also lead efforts to align regional government policies and government/NGO service provision with the needs of survivors, women and girls and minority groups, and support leadership development opportunities for survivors to create programs that provide support and practical solutions for people like themselves. The position is based in Bangkok, Thailand and will involve significant travel to other countries in the region.

 

ESSENTIAL RESPONSIBILITIES:

 

  • Under the management of the Deputy Chief of Party, lead activities related to gender analysis and programming and inclusion of marginalized groups.         
  • Lead efforts under the Asia CTIP Learning Agenda to integrate a gender lens throughout the project’s research and data collection efforts to analyze women’s power in labor and migration and assess the impact of gender-based violence, lack of educational opportunities and access to assets, and other factors that make women more vulnerable to TIP.
  • Work closely with the Capacity Development & Policy Advisor to support policies and advocate for plans of action under regional conventions that reflect the different needs of female and male migrants and ensure that women retain independence and are empowered. 

  • Coordinate with the Private Sector Engagement (PSE) Specialist and DCOP to ensure the different needs, motivations and desires of women and marginalized groups are considered in Asia CTIP sector-specific research and private sector engagement activities.
  • Provide technical assistance to other USAID programs, partners, networks, Associate Award implementation teams, and other stakeholders in implementing activities to maximize gender integration and decrease vulnerability among marginalized groups.
  • Collaborate with other project staff, stakeholders and partners to deliver far-reaching results and impact in line with program expectations.
  • Oversee gender integration into all training materials, public awareness and outreach strategies, project communications, and other key activities.
  • Contribute to work plans, success stories, progress reports, research evaluation panels and reports, communications materials, and CTIP Summit planning and facilitation.
  • Collaborate with ME&L and program staff to ensure monitoring systems appropriately capture gender outcomes, monitor potential unintended consequences, and assist program staff and partners to take corrective action, as needed.
  • Liaise with government stakeholders to help align project activities with national and regional priorities and identify opportunities for coordination in the areas of gender and social inclusion.
  • Work with Winrock to support the development of new associate awards and other program-related funding opportunities.
  • Complete other tasks as assigned by Winrock.

 

QUALIFICATIONS:

 

Education:          Advanced degree in international relations, public policy, gender studies or other related field of study required.

 

Technical:           Minimum 5 years’ relevant experience in gender, social inclusion, and/or work with marginalized populations (including migrants) in Asia.

 

Skills/

Knowledge:       

  • Extensive experience working with government agencies as well as local and international NGOs addressing women’s empowerment, gender and social inclusion, and related issues in Asia.
  • Detailed knowledge of social, economic, and political context around human trafficking programming and research in Asia; thorough understanding of regional- and/or national-level CTIP frameworks.
  • Experience providing technical assistance and capacity development to organizations and networks across public, private, and non-profit sectors in gender and social inclusion; familiarity working with multilateral groups preferred.
  • Fluent English language skills required.
  • Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.
  • Excellent written and oral communications.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
  • Willingness to travel and work throughout the Asia region as needed.
