The 7% Project: Revision of Road Safety Education Tool kit and Develop Training Package

Background

According to the World Health Organization, road traffic accidents are responsible for more than 1.2 million deaths globally each year, with motorcycle accidents accounting for nearly a quarter of these deaths. In 2012, 14,059 people were killed on roads in Thailand, resulting in a road death rate of 36.2 per 100,000 people. Road accidents are the second leading cause of death of Thai children. Most children travel on motorcycles daily, and while Thai law mandates helmet use for motorcyclists, only an estimated seven percent of children wear helmets. Research indicates that helmet use is the single most effective means of preventing injury among motorcyclists; it reduces risk of death by 40% and severe head injury by 70%. Without coordinated efforts to establish a culture of helmet safety, more children and adults will risk their lives and health on roads. The project’s four components are:

  • Education – teaching children the importance of and how to wear helmets, using peer influence to change behaviour.
  • Police Engagement – working with parents and police to ensure that children wear helmets every time when riding motorcycles.
  • Media and Outreach – campaigning to include helmets as part of school uniforms, and conducting nationwide messaging, events, advocacy, and social mobilisation efforts.
  • Adaptation – designing helmets that youth want to wear, and providing opportunities for children to customise their own helmets.

Save the Children has been working closely alongside teacher and student helmet ambassadors to monitor and evaluate the toolkit, improving content and activities.  Save the Children selects and trains teacher helmet ambassadors (THAs) who play a crucial role in leading helmet safety initiatives and promoting behaviour change among peers. The Behavioural Influence (BI) toolkit includes selection criteria, outlines student and advisor roles, summarises objectives and activities, and provides training of trainer (TOT) workshop curriculum. Through the consultation meetings with THAs, the positive feedback related to the content and the information material in the tool kit which need to be improved.

Based on the organisation’s core thematic themes on Child Safety for survival, Child Protection and Education, Save the Children is looking to a consultant for review the road safety training kit and develop training package which specific the Standard of Procedures (SOP) for the school safety regulations.

Purpose of Consultancy

The Consultant is sought to provide technical expertise in developing a series of handbook on road safety for children for school teachers, parents and police. The handbooks should be drawn from materials developed by Save the Children and existing road safety related curriculum materials developed for Thailand.

Scope of Consultancy

In order to accomplish this, the consultant is expected to undertake the following tasks in close consultation with the Child Safety & DRR Project Coordinator:Review the relevant documents and existing handbooks including the 7% Project Beheviour Influence toolkit  for school activities,

  1. Facilitate consultative workshops with teachers and other stakeholders to identify their needs and use of handbooks to finalize the handbook design and content.
  2. Develop a series of handbooks which integrate the principle of Comprehensive School Safety framework, road regulation, child safeguarding and child participation. The handbooks aim at behavior changes and awareness raising for:
    1. School teachers
    2. Students
    3. Police
    4. Parents
  3. Observe the facilitation of testing/piloting the handbook which will be conducted by Save the Children team
  4. Finalize the toolkit (design and content) based on the results of the pilot-testing
  5. Develop layout design, illustration and artwork for the final product
    1. The 7% Project School Program manual (Size A4, Thai version) approx. 80 pages
    2. The 7% Project Student manual (Size A5, Thai version) approx. 35 pages
    3. Flipchart, Size A3 approx. 25 pages
    4. A master Project School Program manual content CD and screen design

Expected Deliverable Outputs and Milestones

Period of Engagement

The consultancy service will take 40 working days from November 2017 to May 2018.

Key qualification

  • Thai Nationality
  • Strong knowledge of child rights, child protection, child participation, disaster risk reduction, Comprehensive School Safety, and/or education sector in country
  • At least 5-10 years work experience in Child Protection, DRR and Education Section
  • At least 7-10 years work experience in curriculum development
  • Excellent research, report writing and strong skills in communication with government authority
  • English language skills and knowledge of country and official language

Direct report: Child Safety & DRR Project Coordinator

Indirect report: Child Safety & DRR Specialist and Senior Bangkok Field Coordinator
