Job Title:               Senior/Technical Advisor, Organisational Learning & Evaluation (Ref: SARO-02)

Supervisor:           Director Programmes Technical and Organisational Learning and Evaluation (OLE)      

Division:                Programmes Technical and Organisational Learning and Evaluation (OLE)

Term of contract:  Fixed term contract (One-year contract from 1st January 2018) Contract period can be extended.

Location:                any country of residence of the selected candidates in the South Asia Countries including Thailand

 1. BROAD OBJECTIVE

  • To enable rolling out of a robust and transparent data management system that facilitates evidence-based decision-making both at the Member Association and the Regional level by operationalizing and further strengthening IPPF’s monitoring and evaluation strategy in the South Asia Region (SAR) 
  • To provide overall coordination to ensure successful and timely implementation of all activities related to improving monitoring and evaluation systems across SAR.

 2. SCOPE OF WORK

2.1 Facilitate implementation of IPPF’s strategy for Organizational Learning and Evaluation in the SAR by establishing competent, sustainable and integrated Monitoring & Evaluation (M&E) systems in the Member Associations (MAs).

2.2 Coordinate and be responsible for the delivery of service/assistance under the Organization Learning and Evaluation cluster of activities in the MAs and at SARO.

2.3 Design, plan, implement and monitor performance of monitoring and data management systems (including DHIS2 and Client Management Information System-CMIS) in the MAs and SARO in terms of:   

      2.3.1 Delivery of programmes/services

      2.3.2 Deployment and utilization of resources

      2.3.3 Development of people

      2.3.4 Deployment and stabilization of systems and processes

      2.3.5 Reach

      2.3.6 Quality

      2.3.7 Cost

      2.3.8 Time

2.4 Ensure ongoing collaboration with all staff at SARO, to introduce and monitor implementation of systems strengthening initiatives at SARO & MA (including outreach, clinic, branch and headquarters) level to ensure efficient and integrated M&E at all levels.

2.5 Support in collection and analysis of data on the work of SAR MAs (service statistics, Global Indicators, etc.) and present them in a systematic and user-friendly manner or as required.

2.6 Facilitate Region-wide learning by ensuring that learning experiences and potential linkages between the MA programmes are analysed, documented and incorporated into programmes.

2.7 Contribute to the development of guidelines, policies, standards and technical tools in SAR.

2.8 To be the knowledge resource on discourse in the field of Organization learning and evaluation (including DHIS2, CMIS and any other local MA level systems).

2.9 Provide feedback periodically to the Management Group at SARO and any other relevant body/agency.

2.10 To build and maintain positive working relationships with all members of staff and contacts both within and outside the Federation.

2.11 To undertake any other reasonable duties as may be requested from time to time.

 

3. RESPONSIBILITIES

    a) staff responsibilities carried out by the job holder - N/A 

    b) financial responsibilities carried out by the job holder - Responsible for the SAR OLE budget and expenditure

    c) advisory responsibilities carried out by the job holder

  • Advise Regional Director, Directors and Sr./technical Advisors, on technical issues related to Organisational learning and evaluation.
  • Advise MAs on technical issues related to organisation learning and evaluation (including DHIS2 and CMIS).                                                                                                                                                                                                                                                                                                                                                                   4. EDUCATION & QUALIFICATIONS Describe the likely educational/training background of the job holder.

Postgraduate qualification (social science/ public health/ demography/ statistics, etc.)

 5. PROVEN ABILITY Describe the minimum level of professional experience required to do the job.

Ten years’ experience in evaluation and/or implementation of management information systems (including both its design and implementation).

To include three years’ experience in interpreting, analysing and documenting results from international development programmes.

 6. SKILLS Detail the skills needed to do the job, including languages.

  • Excellent interpersonal skills and ability to interact with diverse groups.
  • Well-developed facilitation skills.
  • Excellent written communication skills.
  • Strong analytical skills.
  • Strong project development, implementation and monitoring skills.
  • Fluent in English. Fluency in other language(s) spoken in the South Asia Region would be desirable.
  • Good IT skills – ability to use MS Office and any statistical package. Database skills desirable.
